Of the amounts made available to the Department of Veterans Affairs for fiscal year 2013, in this Act or any other Act, under the Medical facilities account for nonrecurring maintenance, not more than 20 percent of the funds made available shall be obligated during the last 2 months of that fiscal year: , That the Secretary may waive this requirement after providing written notice to the Committees on Appropriations of both Houses of Congress.
