Notwithstanding section 1101, the level which may be expended from the Employment Security Administration Account of the Unemployment Trust Fund for administrative expenses of Department of Labor, Employment and Training Administration, State Unemployment Insurance and Employment Service Operations shall be $3,940,865,000 (which includes all amounts available to conduct in-person reemployment and eligibility assessments and unemployment insurance improper payment reviews), of which $3,115,142,000 shall be for grants to the States for the administration of State unemployment insurance laws under paragraph (1).
For the purposes of this section, the first proviso under this heading in Public Law 112–74 shall be applied by substituting 2013 and 4,585,000 for 2012 and 4,832,000 , respectively.
