Amounts made available by this division for Department of Homeland Security, U.S. Immigration and Customs Enforcement, Salaries and Expenses shall be obligated as necessary to maintain a level not less than 34,000 detention beds as required in the sixth proviso under such heading in division D of Public Law 112–74 . Not later than 30 days after the date of the enactment of this division, the Assistant Secretary of U.S. Immigration and Customs Enforcement shall submit to the Committees on Appropriations of the House of Representatives and the Senate a detailed expenditure plan for Department of Homeland Security, U.S.
Immigration and Customs Enforcement, Salaries and Expenses at the program, project, and activity level that specifies how the Assistant Secretary will maintain detention bed levels as required under subsection
(a)throughout fiscal year 2013.
