Notwithstanding section 1101, the level for Department of Housing and Urban Development, Public and Indian Housing, Tenant-Based Rental Assistance shall be $14,939,369,000, to remain available until expended, which shall be available on October 1, 2012 (in addition to the $4,000,000,000 previously appropriated under such heading that became available on October 1, 2012), and, notwithstanding section 1111, an additional $4,000,000,000, to remain available until expended, shall be available on October 1, 2013: That of the amounts available for such heading, $1,375,000,000 shall be for activities specified in paragraph
(3)under such heading in title II of division C of Public Law 112–55: Provided, That in applying paragraph 1 under such heading in such Public Law to 2013, under the penultimate proviso strike Provided further, and all that follows up to the colon and insert for incremental
(4). for PHAs, that despite taking reasonable cost savings measures, as determined by the Secretary, would otherwise be required to terminate participating families from the program due to insufficient funds (4)
