It is the sense of Congress that— the Department of the Treasury and Department of State should encourage the free flow of information in Iran to counter the Government of Iran’s repression of its own people; and in order to facilitate the free flow of information in Iran, the Department of Treasury should ensure that certain consumer communication technologies are available to Iranian civil society and the Iranian people.
