There is hereby appropriated for the “Emergency Watershed Protection Program”, $78,581,000, to remain available until expended; for the Emergency Forestry Restoration Program , $3,203,000, to remain available until expended; and for the Emergency Conservation Program , $9,216,000, to remain available until expended: , That funds under this section are for necessary expenses resulting from a major disaster declared pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( Provided 42 U.S.C. 5121 et seq. ), and are designated by the Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.
