Amounts provided under the headings Department of the Interior, Bureau of Indian Affairs and Bureau of Indian Education, Operation of Indian Programs and Department of Health and Human Services, Indian Health Service, Indian Health Services in the Consolidated Appropriations Act, 2014 ( Public Law 113–76 ) are the only amounts available for contract support costs arising out of self-determination or self-governance contracts, grants, compacts, or annual funding agreements with the Bureau of Indian Affairs or the Indian Health Service for activities funded by the fiscal year 2014 appropriation:
That such amounts provided by that Act are not available for payment of claims for contract support costs for prior years, or for repayments of payments for settlements or judgments awarding contract support costs for prior years. Provided,
