The Rehabilitation Act of 1973 ( 29 U.S.C. 701 et seq. ) is amended— in section 3(a) ( 29 U.S.C. 702(a) )— by striking Office of the Secretary and inserting Department of Education ; by striking President by and with the advice and consent of the Senate and inserting Secretary ; and by striking , and the Commissioner shall be the principal officer, ; by striking Commissioner each place it appears (except in section 21) and inserting Director ; in section 12(c) ( 29 U.S.C. 709 ), by striking Commissioner’s and inserting Director’s ; in the heading for subparagraph
(B)of section 100(d)(2), by striking and inserting commissioner ; director in the heading for section 706, by striking and inserting commissioner ; director in the heading for paragraph
(3)of section 723(a), by striking and inserting commissioner ; and director in section 21 ( 29 U.S.C. 718 )— in subsection (b)(1)— by striking Commissioner the first place it appears and inserting Director of the Rehabilitation Services Administration ; by striking (referred to in this subsection as the ; and Director ) by striking The Commissioner and the Director and inserting Both such Directors ; and by striking the Commissioner and the Director each place it appears and inserting both such Directors . The amendments made by subsection
(a)shall— take effect on the date of the enactment of this Act; and apply with respect to the appointments of Directors of the Rehabilitation Services Administration made on or after the date of enactment of this Act, and the Directors so appointed.
