Section 189 (29 U.S.C. 2939) is amended— in subsection (g)— by amending paragraph
(1)to read as follows: Appropriations for any fiscal year for programs and activities carried out under this title shall be available for obligation only on the basis of a program year. The program year shall begin on October 1 in the fiscal year for which the appropriation is made. ; and in paragraph (2)— by striking each State and inserting each recipient ; and by striking 171 or ; in subsection (i)— by striking paragraphs
(2)and (3); by redesignating paragraph
(4)as paragraph (2); by amending paragraph (2)(A), as so redesignated— by striking requirements of subparagraph
(B)and all that follows through any of the statutory or regulatory requirements of subtitle B and inserting requirements of subparagraph
(B)or (D), any of the statutory or regulatory requirements of subtitle B ; by striking clause (ii); and in clause (i), by striking ; and and inserting a period at the end; and by adding at the end the following: In lieu of the requirements of subparagraphs
(B)and (C), the Secretary may establish an expedited procedure for the purpose of extending to additional States the waiver of statutory or regulatory requirements that have been approved for a State pursuant to a request under subparagraph (B). Such procedure shall ensure that the extension of such waivers to additional States are accompanied by appropriate conditions relating the implementation of such waivers. The Secretary shall not require or impose new or additional requirements, which are not specified under this Act, on a State in exchange for providing a waiver to the State or a local area in the State under this paragraph. .
