Section 154 (29 U.S.C. 2894) is amended to read as follows: Each Job Corps center shall have a workforce council appointed by the Governor of the State in which the Job Corps center is located. A workforce council shall be comprised of— business members of the State board described in section 111(b)(1)(B)(i); business members of the local boards described in section 117(b)(2)(A) located in the State; a representative of the State board described in section 111(f); and such other representatives and State agency officials as the Governor may designate.
A 2/3 majority of the members of the workforce council shall be representatives described in paragraph (1)(A). The responsibilities of the workforce council shall be— to review all the relevant labor market information, including related information in the State plan described in section 112, to— determine the in-demand industries in the State in which enrollees intend to seek employment after graduation; determine the skills and education that are necessary to obtain the employment opportunities described in subparagraph (A); and determine the type or types of career and technical education and training that will be implemented at the center to enable the enrollees to obtain the employment opportunities; and to meet at least once a year to reevaluate the labor market information, and other relevant information, to determine any necessary changes in the career and technical education and training provided at the center. .
