Section 156 is amended to read as follows: From the funds reserved under section 132(a)(3), the Secretary shall provide, directly or through grants, contracts, or other agreements or arrangements as the Secretary considers appropriate, technical assistance and training for the Job Corps program for the purposes of improving program quality. In providing training and technical assistance and for allocating resources for such assistance, the Secretary shall— assist entities, including those entities not currently operating a Job Corps center, in developing the application described in section 147(d); assist Job Corps centers and programs in correcting deficiencies and violations under this subtitle; assist Job Corps centers and programs in meeting or exceeding the indicators of performance described in paragraph
(1)and
(2)of section 159(c); and assist Job Corps centers and programs in the development of sound management practices, including financial management procedures. .
