Section 231 of the Second Chance Act of 2007 ( 42 U.S.C. 17541 ) is amended— in subsection (a)(1)(E)— by inserting the Department of Labor and before other Federal agencies ; and by inserting State and local workforce investment boards, after community-based organizations, ; in subsection (c)— in paragraph (2), by striking at the end and ; in paragraph (3), by striking at the end the period and inserting ; and ; and by adding at the end the following new paragraph: to coordinate reentry programs with the employment and training services provided through the statewide workforce investment system under subtitle B of title I of the Workforce Investment Act of 1998 ( 29 U.S.C. 2811 et seq. ). ; and in subsection (d), by adding at the end the following new paragraph:
In carrying out this section, the Director shall ensure that employment and training services, including such employment and services offered through reentry programs, are provided, as appropriate, through the statewide workforce investment system under subtitle B of title I of the Workforce Investment Act of 1998 ( 29 U.S.C. 2811 et seq. ). Such action may include— making employment and training services available to prisoners prior to and immediately following the release of such prisoners; or providing prisoners with access by remote means to a one-stop delivery system under section 121 of the Workforce Investment Act of 1998 ( 29 U.S.C. 2841 ) in the State in which the prison involved is located.
In this paragraph, the term employment and training services means those services described in section 134 of the Workforce Investment Act of 1998 ( 29 U.S.C. 2864 ) offered by the Bureau of Prisons, including— the skills assessment described in subsection (a)(1)(A); the skills development plan described in subsection (a)(1)(B); and the enhancement, development, and implementation of reentry and skills development programs. . Section 4042(a)(5)(E) of title 18, United States Code, is amended— in clause (ii), by striking Employment and inserting Employment and training services (as defined in paragraph
(6)of section 231(d) of the Second Chance Act of 2007), including basic skills attainment, consistent with such paragraph ; by striking clause (iii); and by redesignating clauses (iv), (v), (vi), and
(vii)as clauses (iii), (iv), (v), and (vi), respectively.
