Part B of title I ( 29 U.S.C. 730 et seq. ), is amended by adding at the end the following: The Commissioner shall provide technical assistance for programs provided under this title regarding improving the quality of vocational rehabilitation services provided through the programs, including— consulting with the Department of Labor, the Small Business Administration, other appropriate Federal agencies, State and local workforce investment boards, and businesses or business-led intermediaries; based on information obtained through the consultations, providing— technical assistance that improves quality by enabling designated State units to develop successful partnerships with local and multi-State businesses in an effort to employ individuals with disabilities; and technical assistance on developing self-employment opportunities and improving employment outcomes for individuals with disabilities; and providing technical assistance to improve the quality of vocation rehabilitation services programs carried out under section 121. .
