Section 145 is amended— in subsection (a)(2)— in subparagraph (C)(i), by striking vocational and inserting career and technical education and training ; and by amending subparagraph
(E)to read as follows: assure appropriate representation of enrollees from urban areas and from rural areas. ; in subsection (a)(3)— in subparagraph (B), by striking ; and and inserting a semicolon; in subparagraph (C), by striking the period and inserting ; and ; and by adding at the end the following: child welfare agencies that are responsible for children in foster care and children eligible for assistance under section 477 of the Social Security Act (42 U.S.C. 677). ; in subsection (b)(1)(B), by inserting and agrees to such rules after failure to observe the rules ; in subsection (c)— in paragraph
