Section 202(a)(2) of the Immigration and Nationality Act ( 8 U.S.C. 1152(a)(2) ) is amended by striking 7 percent (in the case of a single foreign state) or 2 percent and inserting 15 percent (in the case of a single foreign state) or 5 percent .
