The United States Fish and Wildlife Service shall use funds within its existing budgetary authority to carry out this Act. Of any amount made available each fiscal year to carry out this Act, the Secretary shall use at least 75 percent to carry out the grant program under section 5 including to provide, or provide for, technical assistance under section 5(e).
