Effective on the date that is 5 years after the date of the enactment of this Act— section 1104 of the National Security Act of 1947, as added by section 2(a) of this Act, is repealed; and the table of contents in the first section of the National Security Act of 1947, as amended by section 2(d) of this Act, is amended by striking the item relating to section 1104, as added by such section 2(d).
