Section 3 of the International Religious Freedom Act of 1998 ( 22 U.S.C. 6402 ) is amended— in paragraph (13)(A)— in clause (iv), by striking or at the end; and by adding at the end the following new clause: having no religious beliefs; or ; and by adding at the end the following new paragraph: The term non-state actor means any entity outside of government, including an extremist group or terrorist organization. .
