The Secretary of the department in which the Coast Guard is operating may— request and accept through a direct military-to-military transfer under section 2571 of title 10, United States Code, such H–60 helicopters as may be necessary to establish a year-round operational capability in the Coast Guard’s Ninth District; and use funds provided under section 101 of this Act to convert such helicopters to Coast Guard MH–60T configuration.
