The Commandant of the Coast Guard is authorized to convey, at fair market value, all right, title, and interest of the United States in and to a parcel of real property, consisting of approximately 0.2 acres, that is under the administrative control of the Coast Guard and located at 527 River Street in Rochester, New York. The City of Rochester, New York, shall have the right of first refusal with respect to the purchase, at fair market value, of the real property described in subsection (a). The exact acreage and legal description of the property described in subsection
(a)shall be determined by a survey satisfactory to the Commandant. The fair market value of the property described in subsection
(a)shall— be determined by appraisal; and be subject to the approval of the Commandant. The responsibility for all reasonable and necessary costs, including real estate transaction and environmental documentation costs, associated with a conveyance under subsection
(a)shall be determined by the Commandant and the purchaser. The Commandant may require such additional terms and conditions in connection with a conveyance under subsection
(a)as the Commandant considers appropriate and reasonable to protect the interests of the United States. Any proceeds from a conveyance under subsection
(a)shall be deposited in the fund established under section 687 of title 14, United States Code.
