There is established in the legislative branch an independent advisory panel to— examine the efficiency and effectiveness of the leadership structure, protocols, training, tools, and capabilities of the Department of Homeland Security’s mission to protect national leaders, visiting heads of state and government, designated sites, and special events of national significance (in accordance with paragraph
(1)of section 3056(e) of title 18 United States Code); and make recommendations to improve the overall efficiency and effectiveness of the United States Secret Service.
