Part E of the Safe Drinking Water Act ( 42 U.S.C. 300j et seq. ) is amended by adding at the end the following: The Administrator shall— not later than 5 years after the date of enactment of the Assistance, Quality, and Affordability Act of 2014 , develop criteria for effective water loss and leak control technology to be used by water systems; and implement a program through which a manufacturer of such technology may apply, on a voluntary basis, for certification of compliance with such criteria. .
