There are authorized to be appropriated to the Secretary for capital grants under chapter 244 of title 49, United States Code, the following amounts: For fiscal year 2015, $300,000,000. For fiscal year 2016, $300,000,000. For fiscal year 2017, $300,000,000. For fiscal year 2018, $300,000,000. Of the amounts authorized to be appropriated under subsection (a), 50 percent for each fiscal year shall be available for carrying out section 24407 of title 49, United States Code, as added by section 301 of this Act.
The Secretary may withhold up to ½ of 1 percent of amounts appropriated pursuant to chapter 244 of title 49, United States Code, for the costs of project management oversight of capital projects carried out pursuant to such chapter.
