Sec. 113. Transparency and accountability in personnel security investigations

Not later than 120 days after the date of the enactment of this Act, the Director of National Intelligence and the Director of the Office of Personnel Management shall establish requirements for a uniform markings process to identify the investigation service provider that originated each piece of information in a current investigation file. Not later than 90 days after the establishment of the uniform markings process pursuant to subsection (a), investigation service providers shall utilize such uniform markings process and make available, upon request by the authorized adjudicative agency, all documents in a current investigation file.
This subsection shall not apply to a personnel security investigation that an agency conducts using its own personnel, under delegated or statutory authority.
