Notwithstanding any other provision in this or any other Act, amounts transferred to the Department of Homeland Security pursuant to section 202 of this Act shall be provided by the Secretary of Homeland Security under the heading Federal Emergency Management Agency—State and Local Programs to States along the Southwest Border of the United States as reimbursement for necessary costs of National Guard personnel activated under the operational control of the Governors of such States and deployed for the purpose of border security.
