Not later than 180 days after the date of enactment of this section, the agencies specified in subsection
(b)shall each submit a report to the Committees on Appropriations of the House of Representatives and the Senate on— increasing public participation in the rulemaking process and reducing uncertainty; improving coordination with other Federal agencies to eliminate redundant, inconsistent, and overlapping regulations; and identifying existing regulations that have been reviewed and determined to be outmoded, ineffective, or excessively burdensome. The agencies required to submit a report specified in subsection
(a)are— the Consumer Product Safety Commission; the Federal Communications Commission; the Federal Trade Commission; and the Securities and Exchange Commission.
