Section 427(h) ( 42 U.S.C. 627(h) ) is amended by striking 2013 and inserting 2014 . Section 427(a) ( 42 U.S.C. 627(a) ) is amended, in the matter preceding paragraph (1)— by striking and before private ; and by inserting and institutions of higher education (as defined under section 101 of the Higher Education Act of 1965 ( after 20 U.S.C. 1001 )), arrangements, . Section 427(a)(1)(E) ( 42 U.S.C. 627(a)(1)(E) ) is amended by inserting and other individuals who are willing and able to be foster parents for children in foster care under the responsibility of the State who are themselves parents after kinship care families .
Section 427(g) ( 42 U.S.C. 627(g) ) is amended— by striking paragraph (1); and by redesignating paragraphs
(2)and
(3)as paragraphs
(1)and (2), respectively. The amendments made by this section shall take effect as if enacted on October 1, 2013.
