Subject to subsection (b), not later than 180 days after the date of the enactment of this Act, each person or persons responsible for carrying out a provision of this Act or an amendment made by this Act shall promulgate regulations to carry out such provision. For each provision of this Act for which the Director of the National Office of New Americans is not the person responsible for carrying out such provision, the responsible person or persons shall consult with the Director in promulgating the regulations described in subsection (a).
