Section 5103, as amended by this Act, is amended by— redesignating subsections
(d)and
(e)as
(e)and (f), respectively; and inserting the following after subsection (c): A person shall— take all reasonable measures and precautions to properly classify, describe, package, mark and label, and ensure proper condition for transportation of a hazardous material; and comply with this chapter, or a regulation prescribed, or an order, special permit or approval issued under this chapter. .
