None of the funds appropriated or otherwise made available by this or any other Act shall be used to pay the salaries and expenses of personnel to carry out the following: The Watershed Rehabilitation program authorized by section 14(h)(1) of the Watershed and Flood Protection Act ( 16 U.S.C. 1012(h)(1) ) in excess of $92,000,000. The Environmental Quality Incentives Program as authorized by sections 1240–1240H of the Food Security Act of 1985 (16 U.S.C. 3839aa–3829aa–8) in excess of $1,391,000,000.
The Agricultural Conservation Easement Program established under subtitle H of title XII of the Food Security Act of 1985 ( 16 U.S.C. 3685 et seq. ) in excess of $365,000,000. The Conservation Stewardship Program as authorized by sections 1238D–1238G of the Food Security Act of 1985 ( 16 U.S.C. 3838d–3838g ) in excess of $1,166,000,000. The Biomass Crop Assistance Program authorized by section 9011 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8111 ) in excess of $15,000,000 in new obligational authority.
The Rural Energy for America Program as authorized by section 9007 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8107 ) in excess of $30,000,000. The Biorefinery, Renewable Chemical and Biobased Product Manufacturing Assistance program as authorized by section 9003 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8103 ) in excess of $22,000,000.
