None of the funds limited or otherwise made available by this Act to carry out chapter 6 of title 23, United States Code, may be used to subsidize a credit instrument authorized under such chapter that would cause the credit subsidy obligated in fiscal year 2015 to fund projects located in a single State to exceed 33 percent of the total credit subsidy made available by this Act on October 1, 2014 to carry out such chapter.
