Not later than 1 year after the date of enactment of this Act, the Secretary of Energy, in consultation with the Secretary of Defense, the Administrator of General Services, the Office of Science and Technology Policy, and relevant industry and nonprofit groups, shall develop and issue guidance on a Federal energy management and data collection standard. Guidance described in subsection
(a)shall include, at a minimum, a plan for the General Services Administration to publish energy consumption data for individual Federal facilities on a single, searchable website, accessible by the public at no cost to access.
