Not later than September 31, 2014, the Secretary of Defense shall establish a Department of Defense executive agent for warrior power to align and advance efforts across the military services to measure and manage the research, development, testing, evaluation, procurement, and fielding of man-portable tactical power generation systems to power tactical communications equipment, weapons systems, and other troop equipment.
