None of the funds made available by this Act may be used to prepare an environmental impact statement in accordance with the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq. ) with respect to a health care facility of the Department of Veterans Affairs that is— designated as a National Historic Landmark by the National Park Service; and located in a highly rural area.
