Section 139 of title 10, United States Code, is amended— by redesignating subsections (c), (d), (e), (f), (g), (h), (i), (j), and
(k)as subsections (d), (e), (f), (g), (h), (i), (j), (k), and (l), respectively; and by inserting after subsection
(b)the following new subsection (c): The Director shall consider the potential for increases in program cost estimates or delays in schedule estimates in the implementation of policies, procedures, and activities related to operational test and evaluation and shall take appropriate action to ensure that operational test and evaluation activities do not unnecessarily increase program costs or impede program schedules. . Section 196(c)(1)(A)(ii) of such title is amended by striking section 139(i) and inserting section 139(k) .
