In the development of the roles, responsibilities, and goals of the Department of Defense Senior Advisor on Professionalism to strengthen professionalism programs in the Department of Defense, the Secretary of Defense shall communicate with the Committees on Armed Services of the Senate and the House of Representatives regarding the mission, goals, and metrics for the Senior Advisor on Professionalism. Upon appointment of the Senior Advisor on Professionalism, the Senior Advisor on Professionalism shall— conduct a preliminary review of the effectiveness of current programs and controls of the Department of Defense and the military departments regarding professionalism; and submit, not later than September 1, 2015, to the Committees on Armed Services of the Senate and the House of Representatives recommendations to strengthen professionalism programs in the Department of Defense.
