Sec. 1064. Study on joint analytic capability of the Department of Defense

The Secretary of Defense shall commission an independent assessment of the joint analytic capabilities of the Department of Defense to support strategy, plans, and force development and their link to resource decisions. The assessment required by subsection
(a)may, at the election of the Secretary, be conducted by an independent, non-governmental institute which is described in section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code, and has recognized credentials and expertise in national security and military affairs appropriate for the assessment. The assessment required by subsection
(a)should include, but not be limited to, the following: An assessment of the analytical capability of the Office of the Secretary of Defense and the Joint Staff to support force planning, defense strategy development, program and budget decisions, and the review of war plans. Recommendations on improvements to such capability as required, including changes to processes or organizations that may be necessary Not later than one year after the date of the enactment of this Act, the entity selected for the conduct of the assessment required by subsection
(a)shall provide to the Secretary an unclassified report, with a classified annex (if appropriate), containing its findings as a result of the assessment. Not later than 90 days after the date of receipt of the report, the Secretary shall transmit the report to the congressional defense committees, together with such comments on the report as the Secretary considers appropriate.
