Not later than 270 days after the date of the enactment of this Act, the Administrator for Nuclear Security shall submit to the congressional defense committees a report containing an analysis of using or modifying existing facilities across the nuclear security enterprise (as defined in section 4002 of the Atomic Energy Defense Act ( 50 U.S.C. 2501 )) to support the plutonium strategy of the National Nuclear Security Administration. The report under subsection
(a)shall include the following: An analysis of the costs, benefits, cost-savings, risks, and effects of using or modifying existing facilities of the nuclear security enterprise as compared to the current plan of the Administrator for supporting the plutonium strategy of the Administration, including all phases of the plan. Such other matters as the Administrator determines appropriate.
