Not later than 90 days after the date of the enactment of this Act, the Chairman of the Joint Chiefs of Staff, in coordination with the Commander of the United States Strategic Command, shall certify to the congressional defense committees that the plan for implementation of the New START Treaty (as defined in section 494(a)(2)(D) of title 10, United States Code) announced on April 8, 2014, will enable the United States to meet its obligations under such treaty in a manner that ensures the nuclear forces of the United States— are capable, survivable, and balanced; and maintain strategic stability, deterrence and extended deterrence, and allied assurance.
