Sec. 1614. Tactical Exploitation of National Capabilities Executive Agent

Subchapter I of chapter 21 of title 10, United States Code, is amended by adding at the end the following new section: There is in the Department of Defense a Tactical Exploitation of National Capabilities Executive Agent who shall be appointed by the Under Secretary of Defense for Intelligence. The Executive Agent shall report directly to the Under Secretary of Defense for Intelligence. The Executive Agent shall be responsible for working with the combatant commands, military services, and the intelligence community to develop methods to increase warfighter effectiveness through the exploitation of national capabilities and to promote cross-domain integration of such capabilities into military operations, training, intelligence, surveillance, and reconnaissance activities.
At the same time as the budget materials are submitted to Congress in connection with the submission of the budget for each of fiscal years 2016 through 2020, pursuant to section 1105 of title 31, the Executive Agent, in coordination with the commanders of the combatant commands, the Secretaries of the military departments, and the heads of the Department of Defense intelligence agencies and offices, shall provide to the Committee on Armed Services and the Select Committee on Intelligence of the Senate and the Committee on Armed Services and the Permanent Select Committee on Intelligence of the House of Representatives a briefing on the investments, activities, challenges, and opportunities of the Executive Agent in carrying out the responsibilities under paragraph (1).
The briefings shall be coordinated with each of the armed services, the Defense Intelligence Agency, the National Security Agency, the National Geospatial-Intelligence Agency, and the National Reconnaissance office. .
