Sec. 1266. Report on Accountability for Crimes Against Humanity in Nigeria

Congress— strongly condemns the ongoing violence and the systematic gross human rights violations against the people of Nigeria carried out by the jihadist organization Boko Haram; expresses its support for the people of Nigeria who wish to live in a peaceful, economically prosperous, and democratic Nigeria; and calls on the President to support Nigerian and International Community efforts to ensure accountability for crimes against humanity committed by Boko Haram against the people of Nigeria, particularly young girls kidnapped from educational institutions by Boko Haram.
Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report on crimes against humanity committed by Boko Haram in Nigeria. The report required under paragraph
(1)shall include the following elements: A description of initiatives undertaken by the Department of Defense to assist the Government of Nigeria to develop its own capacity to deploy specialized police and army units rapidly to bring Boko Haram leader Abubakar Shekau to justice and to prevent and combat sectarian violence in cities and areas in Nigeria where there has been a history of sectarian violence. A description of violations of internationally recognized human rights and crimes against humanity perpetrated by Boko Haram in Nigeria, including a description of the conventional and unconventional weapons used for such crimes and, where possible, the origins of the weapons. A description of efforts by the Department of Defense to ensure accountability for violations of internationally recognized human rights and crimes against humanity perpetrated against the people of Nigeria by Boko Haram and al-Qaeda affiliates and other jihadists in Nigeria, including— a description of initiatives that the United States has undertaken to train Nigerian investigators on how to document, investigate, and develop findings of crimes against humanity; and an assessment of the impact of those initiatives.
