No officer or employee of, or detailee or contractor to, the Department of Defense may use a drone to kill a citizen of the United States. The prohibition under subsection
(a)shall not apply to the use of a drone to kill an individual who is actively engaged in combat against the United States. Nothing in this section shall be construed to create any authority, or expand any existing authority, for the Federal Government to kill any person. In this section, the term drone means an unmanned aircraft (as defined in section 331 of the FAA Modernization and Reform Act of 2012 ( 49 U.S.C. 40101 note)).
