Sec. 827. Sole source contracts for small business concerns owned and controlled by women

Subsection
(m)of section 8 of the Small Business Act ( 15 U.S.C. 637(m) ) is amended by adding at the end the following new paragraphs: A contracting officer may award a sole source contract under this subsection to any small business concern owned and controlled by women meeting the requirements of paragraph (2)(A) if— such concern is determined to be a responsible contractor with respect to performance of the contract opportunity; the anticipated award price of the contract (including options) will not exceed— $6,500,000, in the case of a contract opportunity assigned a standard industrial code for manufacturing; or $4,000,000, in the case of any other contract opportunity; and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price. A contracting officer may award a sole source contract under this subsection to any small business concern owned and controlled by women that meets the requirements of paragraph (2)(E) and is in an industry in which small business concerns owned and controlled by women are substantially underrepresented (as determined by the Administrator) if— such concern is determined to be a responsible contractor with respect to performance of the contract opportunity; the anticipated award price of the contract (including options) will not exceed— $6,500,000, in the case of a contract opportunity assigned a standard industrial code for manufacturing; or $4,000,000, in the case of any other contract opportunity; and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price. . (viii)of subsection 15(h)(2)(E) of such Act is amended— in subclause (IV), by striking and after the semicolon; by redesignating subclause
(V)as subclause (VIII); and by inserting after subclause
(IV)the following new subclauses: through sole source contracts awarded using the authority under subsection 8(m)(7); through sole source contracts awarded using the authority under section 8(m)(8); by industry for contracts described in subclause (III), (IV), (V), or (VI); and . Paragraph
(2)of section 29(o) of such Act is amended by striking 5 years after the date of enactment and inserting 2 years after the date of enactment .
