Sec. 732. Improvement of mental health care

Not less than once each year, the Secretary concerned (as defined in section 101(a)(9) of title 10, United States Code) shall contract with a third party unaffiliated with the Department of Veterans Affairs or the Department of Defense to conduct an evaluation of the mental health care and suicide prevention programs carried out under the laws administered by such Secretary. Each evaluation conducted under paragraph
(1)shall— use metrics that are common among and useful for practitioners in the field of mental health care and suicide prevention; identify the most effective mental health care and suicide prevention programs conducted by the Secretary concerned; propose best practices for caring for individuals who suffer from mental health disorders or are at risk of suicide; and make recommendations to improve the coordination and integration of mental health and suicide prevention services between the Department of Veterans Affairs and the Department of Defense to improve the delivery and effectiveness of such services.
