Sec. 641. Anonymous survey of members of the Armed Forces regarding their preferences for military pay and benefits

The Secretary of Defense shall carry out a anonymous survey of random members of the Armed Forces regarding military pay and benefits for the purpose of soliciting information on the following: The value that members of the Armed Forces place on the following forms of compensation relative to one another: Basic pay. Allowances for housing and subsistence. Bonuses and special pays. Dependent healthcare benefits. Healthcare benefits for retirees under 65 years old. Healthcare benefits for Medicare-eligible retirees.
Retirement pay. How the members value different levels of pay or benefits, including the impact of co-payments or deductibles on the value of benefits. Any other issues related to military pay and benefits as the Secretary of Defense considers appropriate. How information collected pursuant to a previous paragraph varies by age, rank, dependent status, and such other factors as the Secretary of Defense considers appropriate. Not later than March 1, 2015, the Secretary of Defense shall submit to Congress and make publicly available a report containing the results of the survey, including both the analyses and the raw data collected.
