Not later than April 1, 2015, the Comptroller General of the United States shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report regarding the management of personnel records of members of the National Guard. In preparing the report under subsection (a), the Comptroller General shall consider, at a minimum, the following: The appropriate Federal role and responsibility in the management of the records of National Guard members.
The extent to which selected States have digitized the records of National Guard members. The extent to which those States and Federal agencies have entered into agreements to share the digitized records. The extent to which Federal agencies face any constraints in their ability to effectively manage National Guard records.
