Subsection
(a)of section 2802 of title 10, United States Code, is amended to read as follows: Except as otherwise provided by this chapter, the Secretary concerned may carry out only such military construction projects, land acquisitions, and defense access road projects (as described under section 210 of title 23) as are specifically authorized in a Military Construction Authorization Act. .
