It is the sense of Congress that— al-Qaeda, its affiliated groups, associated groups, and adherents continue to pose a significant threat to United States national security interests; al-Qaeda continues to evolve and reorganize to adapt to United States counterterrorism measures; and al-Qaeda has become more decentralized and less hierarchical over the past decade. The Secretary of Defense shall provide for the conduct of an independent assessment of the United States efforts to disrupt, dismantle, and defeat al-Qaeda, including its affiliated groups, associated groups, and adherents since May 2, 2011. The assessment required by paragraph
(1)shall include the following: An assessment of al-Qaeda core’s relationship with any and all affiliated groups, associated groups, and adherents. An assessment of the aims, objectives, and capabilities of al-Qaeda core and any and all affiliated groups, associated groups, and adherents. An assessment of the Administration’s efforts to combat al-Qaeda core and any and all affiliated groups, associated groups, and adherents. An assessment of the Authorization for Use of Military Force ( Public Law 107–40 ) and its relevance to the current structure and objectives of al-Qaeda core, its affiliated groups, associated groups, and adherents. A comprehensive order of battle for al-Qaeda core, its affiliated groups, associated groups, and adherents. Not later than one year after the date of the enactment of this Act, the entity selected for the conduct of the assessment required by paragraph
(1)shall provide to the Secretary and the appropriate committees of Congress a report containing its findings as a result of the assessment. The report shall be submitted in unclassified form, but may include a classified annex. In this section, the term appropriate committees of Congress means— the congressional defense committees; the Committee on Foreign Relations and the Select Committee on Intelligence of the Senate; and the Committee on Foreign Affairs and the Permanent Select Committee on Intelligence of the House of Representatives.
