It is the sense of Congress that the strategic laydown of tactical airlift forces following the withdrawal of combat forces from Afghanistan is cause for concern. Not later than 60 days after the date of the enactment of this Act, the Secretary of the Air Force shall submit to the congressional defense committees a report on the five-year plan of the Secretary for the force structure laydown of the tactical airlift. The Secretary of the Air Force shall brief the congressional defense committees prior to implementing any movements.
