Notwithstanding section 2244A of title 10, United States Code, the Secretary of the Army may implement engineering change proposals on OH–58D Kiowa Warrior helicopters. The Secretary shall carry out subsection
(a)in a manner that ensures— the safety and survivability of the crews of the OH–58D Kiowa Warrior helicopters by expeditiously replacing or integrating, or both, the mast-mounted sight engineering change proposals to the current OH–58D fleet; the safety of flight; and that the minimum requirements of the commanders of the combatant commands are met. In this section, the term engineering change proposals means, with respect to OH–58D helicopters, engineering changes relating to the following: Mast mounted sight laser pointer. Two-card system processor. Diode pump laser.
